  Big oil companies threaten to try and block a new fee schedule by the Oklahoma Corporation Commission when the legislature receives the fee package. A new report from the U.S. Geological Survey warns that Oklahoma is still prime for large earthquakes this year.   Oklahoma lawmakers debate late into the night on a teacher pay raise bill. The House of Representatives narrowly passed the $474 million dollar bill by the necessary three fourths vote required of revenue measures, despite criticism from Republicans that teacher pay could be raised by eliminating waste and fraud rather than increasing taxes. The increase will fund pay hikes averaging about $6,000 for teachers, but educators say it doesn't include funding for additional raises, and doesn't put enough money back into the classroom.
